Residence Permit in Shanghai
1. Basic Eligibility Requirements
- The applicant holds a valid Z visa and has obtained the Foreigner’s Work Permit (or Work Permit Notification Letter) issued by Shanghai competent authority.
- The applicant has a legally registered Shanghai employer and a formal employment contract.
- Passport remains valid with enough blank pages.
- Applicant must complete temporary accommodation registration within 24 hours after entering China.
- The application shall be submitted to Shanghai Exit-Entry Administration Bureau within 30 days after entry.
- The permit validity matches the term of the Foreigner’s Work Permit, ranging from 1 year up to 5 years for Class A high-end talents.
- First-time application requires the foreign applicant to attend in person for biometrics collection. Renewal can be handled by the employer in some cases.
2. Required Document Checklist
From Foreign Applicant
- Original passport with valid Z visa and entry stamp
- Temporary Accommodation Registration Certificate (issued by local police station after arrival)
- Completed Foreigner Visa & Residence Permit Application Form
- Passport photo (white background, taken within 6 months; free photo service available on-site)
- Physical examination certificate issued by China entry-exit quarantine institution (valid within 6 months; not required for renewal within 3 months of expiry)
- Original Foreigner’s Work Permit (or Work Permit Notification Letter plus undertaking letter for first application)
From Shanghai Employer
- Official application letter on company letterhead
- Company business license copy with official seal
- Signed employment contract
- Power of attorney and ID of the authorized agent, if our agency assists with submission
Notes:
- Non-Chinese documents need Chinese translation sealed by the employer.
- The immigration authority may request extra supporting materials based on individual cases.
3. Full Application Procedure
- Entry & Accommodation Registration After entering Shanghai with Z visa, register temporary accommodation at local police station within 24 hours and get the registration certificate.
- Obtain Foreigner’s Work Permit Submit documents to work authority and get the official Foreigner’s Work Permit (or use Notification Letter for early residence permit application with commitment).
- Make Appointment for Exit-Entry Service Book an appointment online via Shanghai government service platform for residence permit application.
- On-site Submission & Biometrics The foreign applicant goes to Exit-Entry Administration Bureau in person, takes photo, fingerprints, submits all original documents, and pays official fees.
- Official Review The immigration authority reviews the application, normally takes around 5–7 working days. You will receive a collection receipt.
- Collect Passport with Residence Permit Sticker Collect your passport once approved. The work-type residence permit sticker will be affixed inside your passport. This sticker grants legal residence right matching your work permit.
- Renewal or Amendment Apply for renewal at least 30 days before expiry. If you change employer, passport information or job position, amendment filing is mandatory.
Important Reminder
- Working for an employer not listed on the residence permit is illegal.
- If employment terminates, the employer must cancel the work permit and residence permit record promptly.
